This book contains the first systematic and exhaustive work on the public lighting service in Colombia. Professor Gutiérrez Castro contextualizes jurisprudential, regulatory, legal and economic sources to give a comprehensive view on controversies and interpretative difficulties that arise in the context of their provision.
The work builds on the historical background, then traces the development of the notion of public lighting, describes the activities incorporated and excluded, the contractual landscape and the controversial lighting tribute regime are visualized to integrate the legal map of the service. Likewise, the various institutional actors, providers, technical regulations and the economic scenario in which the provision is framed with an international comparative reference are mentioned. It concludes with the reference to fiscal control, the rights of the citizen and the various bills that have been prepared and processed in the Congress of the Republic.
